Have your say on Traffic Calming Policy updates

The City of Cape Town invites all interested and affected parties to provide comments on the updated draft Traffic Calming Policy. The opportunity to submit comments, recommendations or input on this draft Policy opens on Friday, 15 August 2025 to Saturday, 13 September 2025. This policy serves as a guideline to help the City assess and manage applications for traffic calming measures across the city.
‘The draft 2025 Traffic Calming Policy proposes the widest set of sustainable parameters to date by which the City can use traffic calming measures to make our roads safer for all users. The Urban Mobility Directorate was inspired by the public input during the Call for Ideas campaign. We thank the public for their innovative concepts and call on the citizens of Cape Town to engage with this draft policy proposal,’ said Councillor Mikhail Manuel, Chairperson of the Urban Mobility Portfolio Committee.
‘Key objectives of the draft policy include establishing a sustainable programme that protects the most vulnerable road users, especially where they are most at risk and recognises roadways as public assets meant for all users,’ said Councillor Rob Quintas, the City’s Mayoral Committee Member for Urban Mobility.
The key changes in the draft 2025 Traffic Calming Policy are:
- Flexibility to cater for environmental differences, especially in highly pedestrianised zones, via policy exceptions,
- Flexibility to the nature and design of traffic calming measures, under the City’s guidance,
- Increased base number of traffic calming interventions per financial year, and
- Proactive design for new developments and land use applications.
‘The policy is designed to make it possible for traffic calming measures to be implemented in more scenarios than previously; while continuing to prioritise schools, walking routes in their vicinity and other public facilities,’ said Councillor Mikhail Manuel, Chairperson of the Urban Mobility Portfolio Committee
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, the public and interested parties or groups are given the opportunity to submit comments, recommendations or input on this draft Policy to the municipality from Friday, 15 August to Saturday, 13 September 2025.
